More than 100 representatives from NCA member companies will attend – manufacturers, suppliers, and brokers. You’ll find plenty time of time to connect while relaxing over cocktails at our evening reception or joining eligible CandyPAC donors and board members for a special evening at the National Portrait Gallery.

House and Senate offices are generally able to accept home-state product donations and gifts of nominal value ($10 or less) so you should feel free to bring some of your treats to share. Former Two-Term U.S. Senator (D-Ark.)
Mark Pryor represented Arkansas for 12 years in the Senate and worked across the aisle to pass more than 70 pieces of legislation on a range of critical issues, from consumer protection and economic development to homeland security and defense. Mark served on several high-profile committees during his tenure, including Appropriations; Commerce, Science and Transportation; Rules and Administration; Small Business and Entrepreneurship; and the Select Committee on Ethics. He was the primary author of the Consumer Product Safety Improvement Act in 2008 while on the Commerce Committee, and passed landmark legislation to prevent toxic toys and products from reaching store shelves. As chairman of the Appropriations Subcommittee on Agriculture, he ensured adequate funding for critical programs that support U.S. farmers and shippers. Mark began his career in public service when he was elected to the Arkansas House of Representatives in 1990. In 1998, he was elected attorney general of Arkansas.

The COVID-19 pandemic has changed the confectionery regulatory landscape, temporarily bringing about new safety precautions and extending the deadlines for compliance for many regulations.

Dr. Debra Miller and other regulatory experts led an overview of the confectionery regulatory landscape, sharing their insights into the COVID-19 pandemic, new developments relating to the 2020-2025 Dietary Guidelines, California’s Prop 65, food labeling and more. This session included a presentation by Mark Moorman, Director of the FDA Office of Food Safety, on the New Era of Smarter Food Safety blueprint, which will guide the agency’s food safety regulatory activities for the foreseeable future.

Debra L. Miller, PhD, is a graduate of Juniata College (Huntingdon, PA) and The Pennsylvania State University with a doctoral degree in Biobehavioral Health and a doctoral minor in Nutrition Science. She is currently the Senior Vice President of Scientific & Regulatory Affairs at the National Confectioners Association where she is responsible for technical leadership on labeling, food safety and other food regulations and serves as staff lead for NCA’s Chocolate Council.  Dr. Miller also leads NCA’s nutrition and food policy initiatives, which span local, state, federal and international arenas advocating for science-based approaches.  She works closely with government agencies, other trade organizations and NCA members on food/nutrition science and regulatory issues. 


COVID-19 Regulatory Impact: What’s New?

Presenter: Elizabeth Fawell, Hogan Lovells

Elizabeth Fawell, a Hogan Lovells partner specializing in food regulatory issues, will recap and review key developments from FDA in response to the coronavirus pandemic and examine what it means for FDA priorities going forward. She will analyze lessons learned from working with FDA during the COVID-19 pandemic and provide guidance for viewers for the months ahead.

Successfully navigating the detailed and often complex regulatory issues confronting the food industry, Elizabeth Fawell helps companies understand both the rules and various risks involved to make the most informed and strategic decisions. Elizabeth has worked with every segment of the food industry, including manufacturers, distributors, retailers, restaurants, and food service operators, as well as their trade associations. Elizabeth is also a member of the Food and Dietary Supplements Committee of the Food and Drug Law Institute.


Dietary Guidelines: Added Sugars Recommendation    

Presenter: Dr. Rick Mattes, Purdue University

Americans still consume more calories and sugar than recommended, and many national and international scientific authorities have issued recommendations to moderate added sugar intake. Dr. Rick Mattes will explain the rational for these recommendations and the behavior and physiological roles sugars play in energy intake and discuss the Dietary Guidelines Advisory Committee’s new recommendation that added sugars should be reduced to less than 6% of total calories.

Dr. Rick Mattes is a Distinguished Professor of Nutrition Science at Purdue University, Adjunct Associate Professor of Medicine at the Indiana University School of Medicine and Affiliated Scientist at the Monell Chemical Senses Center. His research focuses on the areas of taste function, hunger and satiety, food preferences, regulation of food intake in humans and human cephalic phase responses. At Purdue, Dr. Mattes is the Head of the Department of Public Health and Director of the Ingestive Behavior Research Center. Outside of Purdue, he was a member of the 2020 Dietary Guidelines Advisory Committee and is the past-president of the American Society of Nutrition and Secretary of the Rose Marie Pangborn Sensory Science Scholarship Fund.


California’s Proposition 65

Presenter: Bob Falk, Esq.

Proposition 65 expert Bob Falk will review recent Prop 65 developments and share his perspective on what is on the horizon for regulatory guidance coming out of California. He will also provide on issues relevant to California’s Prop 65, including the current rulemaking process around acrylamide, As You Sow consent judgement implementation and the status of lead in Mexican-style candy rulemaking.

Bob Falk recently retired from Morrison & Foerster LLP after more than three decades of representing businesses, municipalities, and trade associations for the firm.  He now operates his own firm that focuses on strategic counseling and alternative dispute resolution, including with respect to California’s unique Proposition 65 law and its regulations. Bob is a member of the American College of Environmental Lawyers and previously served as chair of the American Bar Association’s Standing Committee on Environmental Law. 


Sweetener Labeling & the Sugar Association’s FDA Petition

Courtney Gaine, PhD, RD, is the President and CEO for the Sugar Association in Washington, DC. Prior to this appointment in April 2016, Dr. Gaine served as the Vice President of Scientific Affairs for the Sugar Association. Dr. Gaine previously was a senior science program manager at The North American branch of the International Life Sciences Institute (ILSI North America), a public, non-profit scientific foundation that advances the understanding and application of science related to the nutritional quality and safety of the food supply.


New Era of Smarter Food Safety Blueprint

Mark Moorman, Director of the FDA Office of Food Safety, will present the latest updates on the FDA’s New Era of Smarter Food Safety blueprint, which will guide the agency’s future food safety activity.

Mark Moorman is the Director of the Office of Food Safety at the Food and Drug Administration where he leads a team of professionals focused on improving the safety of our food supply.  Prior to joining the FDA, Mark was the Senior Director of Global Scientific & Regulatory Affairs for the Kellogg Company in Battle Creek, MI with responsibilities for emerging food safety and nutrition technical and regulatory issues.  Prior to joining the Kellogg Company in 1998, Mark spent 10 years with Silliker Laboratories as the Technical Director of Microbiology. Mark has his undergraduate and Ph.D. degrees from Michigan State University in Microbiology and Food Science.

Connecting with elected officials in Washington is an important part of NCA’s advocacy on behalf of the confectionery industry. Each fall during the Washington Forum, hundreds of NCA member companies converge on the U.S. Capitol to tell their company and brand stories, give a face to the $44 billion U.S. confectionery industry and share with lawmakers our powerful industry narratives related to our economic footprint, our industry responsibility initiatives and the fun and unique nature of our category.
