Farida Mohamedshah is the senior vice-president of scientific and regulatory affairs at NCA, overseeing the association’s relationships with industry regulators and providing member companies with information on nutrition, food safety and other regulations that impact the manufacturing, distribution and sale of confectionery items.

Before joining NCA, Mohamedshah was the director of food, health and nutrition at the Institute of Food Technologists, serving as the group’s principal scientific and technical resource on these topics. She has published papers in the fields of nutrition and food science, and is a member of the American Society for Nutrition and the Academy of Nutrition and Dietetics. As a nutritionist, she worked on a GRAS dossier and reviews for health and structure function claims for nutrients and bioactive components.

Mohamedshah has a Bachelor of Science in Home Economics and a Master of Science in Textile Chemistry and Clothing from the University of Bombay and a Master of Science in Human Nutrition & Food Systems from the University of Maryland.

U.S. Food and Drug Administration (FDA)
James “Jim” Jones joined the U.S. Food and Drug Administration in September 2023 as the agency’s first Deputy Commissioner for Human Foods.

In this new executive position, which reports directly to the FDA Commissioner, Jones leads the charge in setting and advancing priorities for a proposed, unified Human Foods Program (HFP), which includes food safety, chemical safety and nutrition activities. He will exercise decision-making authority over all HFP entities, including resource allocation, risk-prioritization strategy, policy, major response activities involving human foods, and related Office of Regulatory Affairs activities. He currently oversees the leadership of the agency’s Center for Food Safety and Applied Nutrition and Office of Food Policy and Response until the proposed HFP reorganization is implemented.

Shayla West-Barnette, Ph.D.

U.S. Food and Drug Administration (FDA)
Dr. Shayla West-Barnette has worked in the FDA’s Office of Food Additive Safety, Division of Food Ingredients for 16 years (prior to the Human Foods Program Reorganization). For the first 5 years, she served as a Regulatory Reviewer, leading multidisciplinary teams in evaluating Generally Recognized as Safe notices and biotechnology submissions. She primarily served as a Microbiology Reviewer, performing technical evaluations of industry submissions describing microbes, substances produced by microbes, and antimicrobial substances used in foods. Since 2013, Dr. West-Barnette has served in leadership positions, either supervising or leading regulatory review teams. She has also held temporary leadership roles in FDA’s cosmetics program, as well as the New Dietary Ingredient Notification program. In recent years, Dr. West-Barnette has led technical evaluations and rulemaking processes for color additive petitions. In 2022 and 2024, Dr. West-Barnette served as a scientific expert for international meetings of the Joint Expert Committee on Food additives, conducting risk assessments for processing aids and a color additive and crafting work products communicating the committee’s opinions.

Elizabeth Fawell is the food industry’s trusted advisor for everything from significant compliance and enforcement matters to day-to-day regulatory issues. Elizabeth also is an effective advisor to clients developing new products, helping them navigate the regulatory framework and developing successful labeling and advertising campaigns. Joseph Baumert

Food Allergy Research & Resource Program (FARRP) at the University of Nebraska
Dr. Joseph (Joe) Baumert has more than 20 years of experience in the area of food allergy research and allergen management. Joe currently serves as a Professor in the Department of Food Science & Technology and Director of the Food Allergy Research & Resource Program (FARRP) at the University of Nebraska. Dr. Baumert has maintained active national and international research and outreach programs during his 15+ years as a faculty member. His research has focused on the development and improvement of analytical methods for detection of allergen residues and the development of quantitative risk assessment models. He has co-authored over 110 peer reviewed publications on the topics of allergen detection, risk assessment and allergen management. Dr. Baumert’s outreach activities include training on allergen control solutions aimed to mitigate the risk of allergen cross-contact and quantitative risk assessment consultation. He has been an active member of several international working groups including the VITAL Scientific Expert Panel, several ILSI-Europe expert groups and the ad hoc FAO/WHO Expert Consultation on Risk Assessment of Food Allergens. Joe holds a Ph.D. in Food Science with a focus on food allergens, a M.S. in Meat Science and Muscle Biology and a B.S. in Animal Science from the University of Nebraska.

Food Directions
Allie Graham is the Senior Director of Food Policy and Global Regulatory Affairs at Food Directions. Allie manages client’s policy and regulatory priorities for food, nutrition, and food labeling. Until August 2019, she worked as a Science and Regulatory Manager at Grocery Manufacturers Association (GMA, now Consumer Brands Association) supporting the development and implementation of domestic/international food labeling standards and nutrition policy positions. Allie earned her Master’s degree in Nutrition with a focus on Global Nutrition Education from University of New Haven and trained as a Registered Dietitian at Yale New Haven Hospital. Allie is also a trained chef; and earned a Bachelor’s degree in Culinary Nutrition from Johnson & Wales University.

In this role Diane advised on all nutrition matters, translated scientific nutrition information, directed nutrition and health professional outreach programs and managed nutrition regulatory activities. Some of the associations she worked for included the Juice Products Association, the International Stevia Council and the National Pasta Association. She is also the author of four health and diet books. She holds a Master of Science degree from New York University and dual bachelor’s degrees in communications and human nutrition from Rutgers University.

Tish Pahl will provide an update on federal cannabis legislative proposals, state-level legalization and federal regulatory activity. There are dozens of legislative attempts to reform federal cannabis law, including the Marijuana Opportunity Reinvestment and Expungement (MORE) Act, the Cannabis Administration and Opportunity Act (CAOA) and the SAFE Banking Act. In addition, the 2023 farm bill will likely have important impacts on the use of certain cannabis-derived ingredients in foods and dietary supplements. As Congress continues to consider federal cannabis reform, states have continued to legalize medical and recreational cannabis use. Tish will discuss these various federal and state efforts, including prospects for federal action, what is likely to change in the U.S. with the November election and what the FDA and FTC have been doing (and not doing) in the meantime.

Topics and questions of importance to the confectionery industry identified by the Departments of Health and Human Services and Agriculture for review by the Dietary Guidelines Advisory Committee for 2025-2030 edition will be highlighted.

Farida Mohamedshah is the senior vice-president of scientific and regulatory affairs at NCA, overseeing the association’s relationships with industry regulators and providing member companies with information on nutrition, food safety and other regulations that impact the manufacturing, distribution and sale of confectionery items.

Before joining NCA, Mohamedshah was the director of food, health and nutrition at the Institute of Food Technologists, serving as the group’s principal scientific and technical resource on these topics. She has published papers in the fields of nutrition and food science, and is a member of the American Society for Nutrition and the Academy of Nutrition and Dietetics. As a nutritionist, she worked on a GRAS dossier and reviews for health and structure function claims for nutrients and bioactive components.

Mohamedshah has a Bachelor of Science in Home Economics and a Master of Science in Textile Chemistry and Clothing from the University of Bombay and a Master of Science in Human Nutrition & Food Systems from the University of Maryland.

Susan Mayne is the director of the Center for Food Safety and Applied Nutrition at the FDA. In this position, Dr. Mayne leads the Center’s development and implementation of programs and policies related to the safety and labeling of foods, food and color additives, and cosmetics. The Center for Food Safety and Applied Nutrition’s responsibilities also include fostering the development of healthier foods and ensuring that consumers have access to accurate and useful information to make healthy food choices.

An internationally recognized public health leader and scientist, Dr. Mayne received a B.A. in chemistry from the University of Colorado. She earned a Ph.D. in nutritional sciences, with minors in biochemistry and toxicology, from Cornell University.

Prior to joining the FDA in January 2015, she spent nearly three decades at Yale University, where she held an endowed chair as the C.E.A. Winslow Professor of Epidemiology. Her distinguished career there included two leadership positions: Chair of the Department of Chronic Disease Epidemiology and Associate Director of the Yale Cancer Center.

Dr. Mayne has conducted extensive research on food, nutrition and health. She is the author or coauthor of nearly 250 scientific publications, and her work has been cited more than 17,000 times.

She completed two consecutive terms on the Food and Nutrition Board of the National Academy of Sciences and a five-year term on the Board of Scientific Counselors for the U.S. National Cancer Institute.
